CDBG Disaster Recovery Funding
Overview
The City of Atlantic Beach receives funding through the U.S. Department of Housing & Urban Development (HUD) Community Development Block Grant (CDBG) program. The funds, which are made available through the CDBG-MIT (Mitigation) program, are administered through the Florida Department of Commerce.

Complaints and appeals
Citizens may file a written complaint or appeal with the Office of Long-Term Resiliency by email at CDBG-DR@Commerce.FL.gov or by mail to: HUD Complaints, Attention: Office of Long-Term Resiliency, Florida Department of Commerce, 107 East Madison Street, The Caldwell Building, MSC 420, Tallahassee, Florida 32399
If the complainant is not satisfied by the Subrecipient’s determination or the Florida Department of Commerce’s response, the complainant may file a written appeal by following the instructions issued in the letter of response. If the complainant has not been satisfied with the response at the conclusion of the complaint or appeals process, a formal complaint may be sent to the regional Department of Housing and Urban Development (HUD) at: Fair Housing Complaints, Department of Housing & Urban Development, Charles E. Public Notices
Public notices are published at www.coab.us/news. Effective May 23, 2024, HUD published a final rule which revises regulations governing floodplain management and the protection of wetlands to implement the Federal Flood Risk Management Standard (FFRMS) in accordance with the Executive Order titled “Establishing a Federal Flood Risk Management Standard and a Process for Further Soliciting and Considering Stakeholder Input. This final rule updates §§ 50.23, 58.43, 58.45, and 58.59 to allow public notices to be posted on an appropriate government website as an alternative to publication in local news media if the appropriate government website is accessible to individuals with disabilities and provides meaningful access to individuals with Limited English Proficiency. This change makes parts 50 and 58 consistent with revised § 55.20, which allows public notices required as part of the 8-step decision-making process to be published on a government website instead of in a newspaper.
Fair Housing Information
The federal Fair Housing Act prohibits discrimination in housing. Landlords and other housing providers may not discriminate against persons who are deaf or who have other hearing or speech disabilities. They may not refuse to communicate with you because you contact them through TTY, video relay or other relay systems. Landlords must make reasonable accommodations or allow reasonable modifications for persons with disabilities, such as allowing a hearing dog in a no pets building or approving the installation of strobes in an apartment.
Fair Housing Is Your Right. Use It. Anyone who feels he or she has been discriminated against may file a complaint of housing discrimination: 1-800-669-9777 (toll Free), 1-800-927-9275 (TTY) or www.hud.gov/fairhousing.
